The Romans understood this problem with uncomfortable clarity. The laws failed. Roman citizens continued to have fewer children. The Empire increasingly relied on Germanic foederati to fill its military ranks and on slaves to do its labour. Within four centuries, those same Germanic peoples ruled what had been Roman territory. The parallel with modern immigration policy is uncomfortably exact.
Why did Romans stop having children? For many of the same reasons that modern Westerners have. The costs of urban living rose. The benefits of children fell as economic production moved beyond the household. Alternative lifestyles became socially acceptable. And the culture shifted to prize individual fulfilment over familial obligation. Two thousand years later, the script has barely changed. Only the contraceptive technology has improved.
Why It Is Genuinely Hard
Before examining why this matters at civilisational scale, let us be honest about why so many people are not having children, or are having fewer than they say they want. The barriers are not imaginary. They are structural, measurable, and in many cases getting worse.
Housing: The Foundational Barrier
In 1970, the average house in the United Kingdom cost approximately 3.6 times the average annual salary. Today it costs roughly 8.3 times. In London, the ratio exceeds 12. In Sydney, 13. You cannot raise three children in a one-bedroom flat. You struggle with two in a two-bedroom flat. These costs fall disproportionately on the years when parents are least able to bear them: their twenties and thirties, when they are also trying to service housing debt, build careers, and save. The cruel arithmetic is simple: a second child does not cost twice as much as the first. It costs the same again, but against a household budget already stretched to breaking.

This is not because employers are cartoon villains. It reflects a genuine tension: raising young children requires time, flexibility, and presence. Workplaces are structured around uninterrupted availability. Today, the average British grandparent lives 50 miles from their grandchildren. In Australia, the figure is higher. In the United States, it is higher still. A young mother in London whose parents live in Edinburgh has no practical family support network. She has a WhatsApp group. The difference, when you are trying to manage a job, a toddler with a fever, and a partner who is on a business trip, is the difference between coping and collapsing.
The Clock Nobody Talks About
There is another barrier — perhaps the most consequential of all — and it is one that modern society has conspired to keep quiet about. It is not economic. It is biological. And by the time most people discover it, it is too late to do anything about it.

It is reinforced, daily, by a media environment that celebrates celebrity pregnancies at 42, 44, 46 — without ever mentioning that those pregnancies overwhelmingly involved donor eggs, IVF, or both. When a famous actress announces a pregnancy at 45, millions of women absorb the implicit message: there is still time. What they do not see is the years of treatment, the failed cycles, the donors, or the fact that, statistically, that actress is an extreme outlier.
A study published in Human Reproduction found that media coverage of later-life celebrity pregnancies significantly increased the proportion of women who believed they could conceive naturally after 40. The gap between perceived and actual fertility timelines has widened over the past two decades, not narrowed — despite advances in reproductive medicine. This is not a failure of individual women. Either taxes rise to confiscatory levels on the shrinking working-age population, benefits are slashed for the swelling retired population, the retirement age rises to 75 or beyond — or some combination of all three. Every option is politically toxic. No option is avoidable.

This matters because, as this site has documented extensively, an overwhelming majority of modern scientific publications, patents, technological breakthroughs, and institutional innovations originate from these populations and the institutions they built. This is not a claim of inherent superiority. It is a reflection of accumulated institutional infrastructure — universities, research labs, legal systems, venture capital ecosystems — that took centuries to build and that require a critical mass of people to sustain.
Fewer people from these populations does not mean the innovations stop entirely. It means the rate slows. The pipeline narrows. The institutions thin out. And the civilisational engine that produced antibiotics, semiconductors, the internet, and mRNA vaccines begins to sputter. The rest of the world does not benefit from this. Nobody does.
The Care Crisis

The honest answer, for most people in the developed world, is: nobody, unless you have children. The state cannot afford it — the fiscal arithmetic we have just examined makes that clear. This is not a horror story from a dystopian novel. It is a Tuesday in Tokyo.

A civilisation is not a set of buildings or a GDP figure. It is a living chain of human transmission: languages spoken, traditions practised, knowledge passed from teacher to student, parent to child. When the chain thins, the transmission degrades. Languages die. Institutional memory fades. The cultural depth that took centuries to accumulate dissipates in decades.
Europe today has more museums than at any point in its history. It is also producing fewer of the people needed to visit them, staff them, and create the next generation of what goes into them. A continent that preserves its past in glass cases while declining to produce a future is a civilisation in the process of becoming an exhibit.
What Actually Works: The Policy Menu
Augustus tried sticks. Modern governments have tried carrots. Neither works in isolation. The evidence from two decades of pro-natalist policy experimentation across Europe, Asia, and the Middle East suggests that what works is not a single intervention but a comprehensive restructuring of the environment in which families are formed — and crucially, formed early enough for biology to cooperate.
Here is what the evidence actually shows.
Hungary: The Most Ambitious Experiment
Since 2010, Hungary under Viktor Orbán has implemented the most comprehensive pro-natalist policy package in the Western world. It includes: a lifetime personal income tax exemption for women who have four or more children; subsidised housing loans forgiven after the birth of a third child; a “grandparent leave” scheme that allows grandparents to take paid leave to care for grandchildren; subsidised IVF; and preferential car purchase schemes for large families.
The results: Hungary’s fertility rate rose from 1.23 in 2011 to 1.59 in 2021 — the largest sustained increase in any European country in recent decades. It has since settled at approximately 1.53. This is still below replacement. But it represents a reversal of a decline that demographers had assumed was irreversible. The lesson is not that Hungary has solved the problem. Singapore’s Housing Development Board (HDB) builds public housing that houses 80% of the population. Crucially, allocation prioritises married couples, and grants increase with each child. The connection between housing and family formation is made explicit and material. Vienna’s social housing model, which provides high-quality, affordable housing to approximately 60% of the city’s residents, has a similar, if less targeted, effect.
The principle is simple: if you want people to have families, give them homes large enough to house those families, at prices they can afford. No amount of baby bonuses compensates for the inability to provide a child with a bedroom.
Israel: The Exception That Proves It Is Possible
Israel is the only developed country with a fertility rate at or above replacement level — approximately 2.9 children per woman. This is not solely a religious phenomenon: secular Jewish Israelis have a fertility rate of approximately 2.1, well above any European country. Why?
The answer is a combination of factors that no other developed country has assembled: genuinely universal childcare from early infancy; generous child benefits that increase with each child; a cultural milieu that celebrates large families across secular and religious lines; strong extended family networks; military service that creates a sense of collective obligation and shared identity; and a geopolitical context in which demographic strength is understood as existential.
Israel demonstrates that above-replacement fertility in a developed, educated, wealthy society is not a fantasy. It requires not one policy but an entire ecosystem — economic, cultural, and institutional — that makes having children the default rather than the exception.

One policy area that costs almost nothing but could shift outcomes significantly is fertility education. Denmark introduced a national fertility awareness campaign in 2011 that included school-based education on age-related fertility decline. Within five years, the average age at first birth stabilised and then slightly decreased — bucking the trend across the rest of Scandinavia. Giving young people honest information about their own biology is not paternalistic. It is the precondition for genuine reproductive choice.
On the employer side, Japan’s “Kurumin” certification system awards a government mark of approval to companies that meet family-friendly standards: flexible working, on-site childcare, career-return programmes for parents, and limits on mandatory overtime. Certified companies receive tax advantages and preferential treatment in government procurement. The system is imperfect, but it represents an important principle: employers, not just governments, must bear responsibility for creating conditions in which parenthood is compatible with employment. If the workplace is structured so that having a child before 35 is career suicide, the workplace is part of the demographic problem.
The Gap Between Desire and Reality
Here is perhaps the most important — and least discussed — fact in the entire fertility debate. When surveys ask women in developed countries how many children they would ideally like to have, the answer is consistently between 2.0 and 2.5. When you look at how many children they actually have, the number is between 1.2 and 1.6.
That gap — between the family people want and the family they get — is the single most important number in demographic policy. It means that the problem is not, primarily, that people do not want children. It is that the conditions of their lives prevent them from having the children they want. For some, the barrier is economic. For others, it is the biological clock they did not know was ticking. For many, it is both — by the time they could afford a child, they could no longer have one.
This reframes the entire debate. The question is not “how do we convince people to want children?” It is “how do we remove the barriers — economic, structural, and informational — that prevent them from having the children they already want?”

They are the product of policy choices — on housing, childcare, taxation, and employment regulation — that can be changed. Advocate for those changes. Vote for politicians who propose them. And if you are young enough, do not assume you have unlimited time. In the next generation, if the pattern holds, those nine children will form perhaps five families and produce six or seven children between them. Within a century, a street that once rang with the sound of children playing will house a handful of elderly residents and a great deal of silence.
This is not a prediction. It is the arithmetic of where we already are. The only question is whether we choose to change the equation — not by shaming individuals for rational decisions, not by ignoring the grief of those who wanted children and could not have them, but by building a society in which having children is an act of hope rather than an act of heroism, and in which the truth about fertility is spoken clearly, kindly, and early enough to matter.
